47、多种功能作用的统筹部署和具体安排。经相应的人民政府审查批准后的森林公园规划，具有法律权威，必须严格执行。2.3 森林资源森林资源是乔木为主体的林地及其所生长的森林有机体的总称。森林资源以林木资源为主,还包括林下植物、野生动物、土壤微生物等资源。森林资源是地球上最重要的资源之一，具有环境、社会、美学、经济等多种效益。2.4 风景资源也称景源、景观资源、风景名胜资源、风景旅游资源。是指能引起审美与欣赏活动，可以作为风景游览对象和风景开发利用的事物与因素的总称。是构成风景环境的基本要素，是森林公园产生环境效益、社会效益、经济效益的物质基础。2.5 森林游憩资源以森林景观为主体，其他自然、人文景观为辅
48、助的，具有游览价值与游憩功能，能对游憩者产生吸引力，并可产生环境、社会、经济效益的各种事物和因素的总和。 2.6 景点由一个或多个的独立、完整的景物所构成，并具有审美特征的基本境域单位。2.7 景观指可以引起视觉感受的某种景象，或一定区域内具有特征的景象。2.8 景区在森林公园规划中，根据景源类型、景观特征或游赏需求而划分的一定用地范围，包含有较多的景物和景点或若干景群，形成相对独立的分区特征。2.9 游览线游览线也称游线。规划为游客设定的在森林公园中的游览欣赏路线。2.10 综合分区在森林公园规划中，根据资源类型特征、游憩活动强度以及功能发展需求等划分的一定用地范围，具有相对独立特征的分区。2.11 生态容量在保证森林资源质量不下降和生态环境不退化的条件下，一定空间和时间范围内，用于维持游客开展游憩活动的品质能力的极限。2.12 游客容量在保持森林公园景观稳定性，保障游客游赏质量和舒适安全，以及合理利用资源的限度内，一定空间和时间范围内，所能容纳的游客数量。是
