1、At one point we were so high that we found ourselves cycling through clouds. Then we began going down the hills. It was great fun especially as it gradually became much warmer. In the valleys colourful butterflies flew around us and we saw many yaks and sheep eating green grass. At this point we had

2、 to change our caps, coats,gloves and trousers for T-shirts and shorts. In the early evening we always stop to make camp.We put up our tent and then we eat. After supper Wang Wei put her head down on her pillow and went to sleep but I stayed awake. At midnight the sky became clearer and the stars gr

3、ew brighter. It was so quiet. There was almost no windonly the flames of our fire for company. As I lay beneath the stars I thought about how far we had already travelled. We will reach Dali in Yunnan Province soon, where our cousins Dao Wei and Yu Hang will join us. We can hardly wait to see them!P

4、ART 6 THE END OF OUR JOUNEYCambodia was in many ways similar to Laos, although it has twice the population. At another inn, we talked with a teacher who told us that half of the people in her country couldnt read or write. Her village couldnt even afford to build a school, so she had to teach outsid

5、e under a large tent. When we said goodbye, we all felt very lucky to have studied in college.Back on the road, we passed between many hills and forests. Then we came to the plains and entered Phnom Penh,the capital of Cambodia. In many ways it looked like Vientiane and Ho Chi Minh City; it also had

6、 wide streets with trees in rows and old French houses.Unlike Vientiane, ships could travel the Mekong River here.In the center of the city we visited the palace and a beautiful white elephant. It can only be seen outside the palace on special days. We ate an early supper and went to see a great tem

7、ple with floors made of sliver.The next morning our group slept late. We were very tired from the long bike ride the day before. Cycling in the hills had been diffcuilt.Now our couins had the chance to make jokes about Wangwei and me. Perhaps,they said,they were the strong ones!We had lunch at a nic

8、e outdoor cafe,then rode out of the city.Two days later we crossed the border into Vietnam. We began to see many more people,but I wasnt surprised .I read in an atlas before our trip that Vietnam has almost seven times the population of Cambodia. We met a farmer who gave us directions and told us th

9、at he grows a new rice crop four times every year so he can feed more people.He also told us that the northern part of his country has many mountains and it is much cooler than here in the south,where it is flat.Although the flat delta made it easier for us to cycle.we got warm very quickly.So we dr

10、ank lots of water and ate lots of bananas.Soon the delta separated into nine smaller rivers.Two days later,after we had passed thousands of rice fields,we came to the sea. We were tired but also in high spirits:our dream to cycle along the Mekong River had finally come true.Unit 4A NIGHT THE EARTH D

11、IDT SLEEP Strange things were happening in the countriside of northest HeBei.For there days the water in the village wells rose and fell, rose and fell.Farmers noticed that the well walls had deep cracks in them. A smelly gas came out of the cracks. In the farmeryards,the chickens and even the pigs

12、were too nervous to eat.mice ran out of the fields looking for places to hide.fish jumped out of their bowls and ponds.At about 3:00am on July 28,1976,some people saw bright lights in the sky.The sound of the planes could be heard outside the city,who thought little of these events,were asleep as us

13、ual that night. At3:42 am everything began to shake.It seemed as if the world was at an end!Eleven kilometres directly below the city the greast earthquake of 20th century had begun. It was felt in Beijing,which is more thantwo hundred kilometres away. One-third of the nation felt it .A huge crack t

14、hat was eight kilometres long and thirty metres wide cut across houses,roads and canals.Steam burst from holes in the ground. Hard hills of rock became rivers of dirt. In fifteen terrible seconds a large lay in ruins.The suffering of the people was extreme. Tow-thirds of them died or were injured du

15、ring the earthquake.Thounds of families were killed and many chidren were left without parents. The number of people who were killed or injured reached more than 400,000.But how could the survivors believe it was natural?Everywhere they looked nearly everything was destroyed. All of the citys hospit

16、als,75%of its factories and buildings and 90%of its homes were gone. Bricks covered the ground like red autumn leaves. No wind, however,could below they away. Two dams and most of the bridges also fell or were not safe for travelling. The railway tracks were now useless pieces of steel. Tens of thou

17、sands of cows would never give milk again. Half a million pigs and millions of chickens were dead. Sand now filled the wells instead of water. People were shocked. Then later that afternoon,another big quake which was almost as strong as the first one shook Tangshan. Some of the rescue workers and d

18、octors were trapped under the ruins. More buildings fell down. Water,food, and eletricity were hard to get. People began to wongder how long the disater would last. All hope was not lost. Soon after the quakes, the army sent 150,000 soliders to Tangshan to help the rescue workers. Hundreds of thousa

19、nds of people were helped. The army organized teams to dig out those were trapped and to bury the dead. To the north of the city, most of the 10,000 miners were rescued from the coal mines there. Workers built shelters for survivors whose homes had been destroyed. Fresh water was taken to the city b

20、y train,truck and plane. Slowly, the city began to breathe again. A SAFE HOME It is sad but that people die in earthquakes from falling furniture and bricks. Earthquake safety is very important and there is more to it than just keeping buildings from falling down. So if your home is in an earthquake

21、 area,you should prepare carefully before the earthquake comes. First, make sure you buy a house which is earthquake safe. All pipes should be fixed to the wall and all walls should be especially thick and strong. You also have to make sure that there are bolts underneath your house. They are one of

22、 the most important ways of protecting a house. Make sure the building has no breaken windows and is well repaired. Second ,look at the objects in your house. Those in the living room,which are the most likely to hurt us, are computers, televisions and lamps. They can be tied to tables or them so th

23、ey wont easily move around. The kitchen, which is also very dangerous, must have strong doors on all the cupboards. This is the place where many small things are stored that might fall down. The water heater should have a case round it too. Windows are special problem. When they break, glass can cau

24、se many accidents,. It is better to use safety glass if you can, especially for pictures. 27、农民专业合作社法规定,于2007年8月正式登记注册,现有注册资本金240万元,现有社员518户,其中:农民占社员总数的100%,专业合作社由邱德志任理事长,为法定代表人。该社组建成立后,组织机构健全,各项管理制度完善,达到了规范管理。专业合作社以服务“三农”为宗旨,坚持“民有、民管、民享”、“自主经营、自负盈亏、平等互利”的原则,坚持质量第一,诚信为本,科学发展,规范管理,带领广大农民为建设新农村,为农民增收走出路子。专业合作社现已建成示范基地茶园面积3000亩,辐射茶园面积5000亩。专业合作社机构健全,有财务部、收购部、加工部、营销部、服务部和产品研发中心,注册有“鹿台”牌茶叶商标。现有茶

28、叶加工场980平方米,有检测室、审评室各一个,茶叶加工机械设备25台(套),年加工生产能力10000担。专业合作社现有管理人员及员工26人,其中:大专文化2人,高中以上文化20人,有 高级经营师1人,高级会计师1人,评茶师1人,政工师1人。1.1.2 财务状况茶园茶叶专业合作社截止2008年末,资产总额为487万元,其中:固定资产274万元,流动资产212万元,负债总额为247万元,资产负债率50.7%,净资产为240万元。2008年实现销售收入509万元,净利润20万元,销售利润率3.92%。1.1.3 法定代表人基本情况法定代表人邱德志,现年29岁,大专文化,中共党员,恩施州青年联合会委员

29、,2008年荣获第二届“湖北省新农村建设百业青年标兵”称号。该同志曾在国家级农业产业化龙头企业从事管理工作多年,有一定的经营管理能力,本着诚信、务实、创新、自强的经营理念为民办实事、求发展。经营中遵纪守法,无破产,无信贷欠资等不良记录。1.2 项目建设方案1.2.1 项目名称及建设地点项目名称:2009年湖北省恩施州鹤峰县1000亩优质茶叶示范基地新建项目。项目地点:鹤峰县中营乡茶园村、白鹿村、金竹园村三个村。建设性质:农业种植1.2.2 建设规模及产品方案建设规模:在茶园村建标准化茶叶示范基地1000亩,同时辐射周边村发展茶叶面积3000亩。产品方案:引进优良品种(福鼎大白、平阳特早)实行标

30、准化种植,实现年采优质鲜叶220吨,加工名优茶55吨。1.2.3 技术、设备、建筑物技术:基地建设地的茶农有丰富的茶叶栽培、管理经验,在项目实施中茶叶种植、加工技术主要依托鹤峰县茶叶局技术人员进行培训、指导,茶园管理技术主要依托鹤峰县植保站进行培训指导。加上本专业合作社内有从事茶叶种植加工几十年的高级经营师和评茶师及一批专业技术人员,拥有较强的技术力量,对项目实施提供了技术保障。项目建设期:1年,即2009年8月至2010年4月。1.3 投资结构及资金来源投资结构:项目总投资265万元,其中:示范茶园基地建设250万元,流动资金15万元。资金来源:上述资金以争取各级财政补助扶持和企业自筹解决。

31、其中:申请中央财政补助资金50万元,占总投资额的18.86%,地方财政配套资金25万元,占总投资的9.44%,企业自筹190万元,占总投资额71.7%。1.4 项目效益经济效益:项目建设地由于国土资源丰富,气候、环境等条件优良,加上茶叶品种改良,项目建成后每年可达到产量55吨(干品),可实现销售收入350万元,年均产品生产成本243万元,可实现利润107万元。通过项目实施,基地农户每年可增加收入300万元,人平增收1800多元,辐射周边农户可增收100万元。同时可安置150人就业,年人平工资收入可达4500元左右,经济效益明显。生态效益:鹤峰是山区县,全县森林覆盖面达75%以上,由于有独特的自

32、然环境和条件,茶叶生长良好,是湖北省产茶大县,适宜茶叶种植的面积广,发展潜力大,建设标准示范茶园基地不仅可以为农民增收,重要的是能通过发展茶叶改变生态环境,保土保肥,保护生态平衡,生态效益显著。社会效益:项目建成后,将直接带动项目建设地600户农民,1600多农民直接受益,年人平增收1800元,辐射周边300多农户通过茶叶发展,每年增加收入100万元。同时可安置150人就业,年人平工资收入可达4500元以上。通过项目实施,对调整农业产业结构,缓解地方就业矛盾,增加农民收入,维护社会稳定,促进社会主义新农村建设起积极作用,产生显著的社会效益。1.5 可行性研究报告编制依据本报告依据以下文件进行编

33、制:1、中华人民共和国农业专业合作社法。2、农业部农财发200775号文件农业部关于印发2007年财政项目指南的通知。3、湖北省人民政府鄂政发200620号文件湖北省人民政府关于加快推进供销合作社改革与发展的意见文件指出:供销合作社的改革与发展要以邓小平理论和“三个代表”的重要思想为指导,全面贯彻落实科学发展观,以服务“三农”为宗旨,建立与社会主义市场经济体制相适应的农村合作经济体系,成为农村现代化流通的主要渠道,农民进入市场的组织引导者和推动农业产业化经营的骨干力量。4、湖北省人民政府办公厅鄂政发1997126号文件关于支持供销社大力发展农村专业合作社的通知。5、中共鹤峰县委、县政府关于加快

34、农业产业化建设的决定(鹤政发2000001号)。6、鹤峰县产业发展“十一五”规划。7、鹤峰县土壤普查报告。8、项目结合当地的地理、环境、气候等条件优势,确定以专业合作社+基地+农户+市场的模式,以农民为主体,建设示范茶叶基地,形成产、加、销一体化的农民专业经济实体,起到农村经济发展的带动和拉动作用。1.6 综合评价我们对本项目具备的有利条件和可能出现的不利因素进行了认真客观的分析,了解和论证,为项目的实施提供了合理真实的依据,为投资部门提供了真实客观的建议和参考。我们认为该项目的实施符合国家产业发展政策,有适合茶叶生长的地理、环境、气候条件优势,有较强的技术保障,有广阔的国际国内市场,有利于调
