1、 项目整改报告篇一：项目整改报告 舞阳县2010年实施全国新增千亿斤粮食 生产能力规划项目整改报告 舞阳县审计局： 2011年3月16日至6月15日，舞阳县实施全国新增千亿斤粮食生产能力规划项目接受了县审计局派出的审计组对项目进行的专项审计调查，审计调查结束后出具了对2010年项目的专项审计调查报告，报告中首先对项目建设工作给予了充分的肯定，其次也指出了项目实施过程中出现的个别问题，具体内容如下： 一、 个别项目设计有变更。马村项目区马南村至湾王村 的2千米机耕路原设计为泥结碎石路面，实际修为水泥路面，此变更未经上级主管部门批准。 二、 配套物资发放不及时。项目机井所配套的潜水泵有 一部分未及
2、时发放到相关人员手中，对农民浇水灌溉田地造成一定影响。 针对上述问题舞阳县实施全国新增千亿斤粮食生产能力规划项目建设办公室进行了认真的总结，并分析了问题的原因，然后总结经验，合理的进行了整改，具体措施如下： 一、马村乡马南村至湾王村路距长，且涉及耕地面积8000亩，人口6000人，是马南、湾王、尚张、乔庄四个行政村群众生产生活的主要道路，泥结碎石路面在现阶段已不能满足该区域内农业生产的需要，因此应乡、村干群一致要求，将2千米泥结碎石路改修为4米宽水泥路。 项目设计变更问题当时已预先请示市新增粮办，为了不影响工程进度，市新增办同意一边施工，一边报省新增办批准，现正对变更资料进行补充完善。 二、针
3、对配套物资发放问题，项目办公室派出专职人员对项目区所在两乡乡政府设备管理人员进行督促、监管，设备已全部发放到农户手中。 以上是舞阳县实施全国新增千亿斤粮食生产能力规划项目办公室的整改措施，还望多提宝贵意见。 舞阳县实施全国新增千亿斤粮食 生产能力规划项目建设办公室 二一一年十二月一日篇二：整改报告 管理提升全面整改报告 项目部通过动员启动学习提高、自我诊断找准问题、对标管理、活动督导检查等，查找出管理提升过程中存在的问题和不足，针对于这些问题和不足，拟定了全面的整改措施，如下： 一、工程部：技术人员工作年限偏少，经验欠缺 整改措施：工程技术部在项目管理中主要负责技术方案、安全措施策划及制定、进
4、度计划编制、物资材料计划编制、核算等工作，对从业人员综合素质要求较高。今后将加强对工程技术人员的培训，提高其综合业务能力。同时，多组织进行培训和学习交流，给他们也提供一定的平台，充分调动年轻员工的积极性。 二、财务部：在发挥自身管理优势时候，客观上在资金时间价值管理、合同管理这些方面同集团其他兄弟单位存在一定的差距，将从以下方面进行完善： 1、项目资金时间价值管理 坚持以当月结算为主，少量工程借款为辅的资金支付控制原则，严格按照合同约定资金支付日支付，合理利用商业信用。做好资金收支预测，合理分配项目初期，中期，后期的资金流，使资金收益最大化。由于本项目资金为业主监管型，项目资金在保证项目正常运
5、转，将冗余资金与开户银行签订协定存款协议，使项目资金收益最大化。 2、项目合同管理 强化合同的精细化管理，增强工程价款意识，认真分析、熟悉合同条款，为保证资金的有效运作，必须合理合法地履行合同。以前我们单位对业主主合同、项目分包单位合同管理、机电物资采购合同的管理不精细，涉及到财务收支的相关条款掌握程度不够，容易导致资金少收多付。（1）财务部建立了合同登记台账，将涉及到财务收支，费用分配方面的财务收支条款进行统计汇总，使每个财务人员做到心中有数，保证分包单位挂账项目不漏记。（2）注重合同条款和实际结算数据的数量单价对比分析，在物资采购及外包结算过程中，发现实际单价超出局规定的内部结算价（或信息
6、指导价）时，要求相关部门及时纠正。 三、计合部：分包队伍管理有待加强 目前，除库底填筑和临建设施属自营外，其余均为分包，特别是还有协作方这家大金额的分包队伍，分包队伍管理更有待加强。 整改措施：项目部经营人员要经常到工地现场，了解分包单位实际的资源投入和施工情况，及时告知现场管理人员与分包单位的合同边界条件。同时，加强与集团内水电十二局、三局等兄弟单位进行对标学习，查找管理中的不足和存在的问题，及时拟定切实可行的整改措施。 四、机物部 （一）、通过自我诊断，目前主要存在的问题 1、项目部设备物资管理人员不足，设备物资管理基础工作薄弱； 2、设备物资管理在系统化、规范化、程序化，标准化等方面有待
7、改进，需要分局乃至公司设备物资部的大力支持与推动； 3、设备物资采购计划性有待提高，科学配臵资源的能力有待加强； 4、物资的收、发、领、退、核算等关键环节上，还存在着诸多的管理漏洞； 整改措施： 1、通过增强人员配臵，很抓落实，提高项目部设备物资管理水平，规范设备物资管理行为，降低设备物资消耗成本，构建标准化的设备物资管理体系； 2、加强设备物资从业人员能力建设，充分调动设备物资从业人员的学习积极性和主动性； 3、修订项目部设备物资管理办法、设备物资采购管理暂行办法以及配套的各项实施细则和管理规定，并组织编写一套完整的、统一的、具有操作性的设备物资设备管理操作手册，将设备物资管理的流程和要点进
8、行细化； 4、以建立成本倒逼机制为切入点，切实降低设备物资购臵成本，重点加强设备物资集中采购管理工作 5、在项目推行以计划管理、采购验收管理、现场物资贮存管理、物资使用、盘点、核算、废旧物资处臵、内业管理及考核管理为主线的物资管理体系，强化“限额领料制度”、 “月度材料节超核算分析”的工作程序，对材料的领用和消耗成本进行有效的控制； 通过管理提升活动的有效推进，逐步建立以“行的通、管的住、出效益”作为管理理念、“用表格说话”作为管理手段、“用数据说话”衡量管理效果、过程控制“引用信息化”的管理体系，提高项目部设备物资管理工作的标准化、规范化、程序化、精细化、表格化管理水平，实现项目部设备物资管
9、理工作的标准、规范、精细、高效。 五、质管部 现场施工质量控制力不足。 要求各施工队成立质量管理小组，负责本施工队的质量管理；各作业班组成立质量小组对各工序进行全过程质量控制。最终形成作业班组初检，作业队班长复检，项目部终检的质量管理体系.为保证质量管理体系的进一步完善，项目部每月组织管理人员进行强制性条文学习，定期组织三检人员进行培训学习。 施工现场分片区专人进行管理，从现场施工质量的控制到对上、对下工程量的结算都有该质检员完成，减少了交接工作之间出现差错，施工队伍也能跟好的管理，责任到人。 六、安全部 1、安全生产管理理念陈旧，奖惩机制不明确 由于外协队伍和合作方对安全生产管理理念陈旧，还
10、存在着“安全管理工作说起来重要，干起来次要，忙起来不要”管理思路，同时只注重于工程进度和施工质量，而忽视了安全生产管理，对安全生产管理理念更新较慢，奖罚制度不分明，只是罚而没有奖，员工违反了安全管理规定要罚，安全管理工作做好了却没有奖。比如：争先创优，创建文明工地等，安全管理到不到位没有多少实在意义，做好了是职责范围内的，不到位要受罚；这就是奖罚制度不分明。 2、对施工中安全生产管理重要性认识不到位 由于对施工中的安全管理重要性认识不到位，未能将施工中的安全生产文明施工管理工作摆到正确位臵，一些法律法规、规程规范及管理制度，不能很好地落实的每一个施工环节，安全文明施工管理存在薄弱环节，个别领导
11、只重视生产进度而忽视了安全生产管理，尤其是外协队伍和合作方更是如此，他们只追求生产利益的最大化，而忽视了安全生产管理，安全生产法律法规及规程规范落实不到位，从而给项目部的安全管理工作造成了一定的难度。 3、作业人员安全技能和安全意识差 现在一线施工作业人员多为农民工和临时工，人员更换频繁，加之安全技能和安全意识差，文化水平较低，有的则是刚放下锄头就拿起瓦刀，瞬间就变成了水电企业的建设者，这类人员往往是安全技能和安全意识较差，对法律法规、规程规范及安全知识理解能力较差。为此，给安全生产管理工作带来了较大风险。 整改措施： 1、充分落实安全生产责任制 充分落实安全生产责任制，是安全生产管理工作客观
12、规律的要求。“安全生产，预防为主，综合治理”的安全管理方针，不仅指明了安全生产管理工作必须要消除隐患，还表明了安全生产要预防为主，同时更指出了安全生产必须要综合治理，强化责任落实。安全生产必须保证每一环节，每一个部位、每一个工种、每一个操作过程都要达到本质安全，才能保证整体系统的安全。至于对我们C2标项目部来说，只有从项目部主要负责人、分管负责人、外协队伍和合作方主要负责人到每一个部门、每一个工种、每一个岗位及操作人员，都要不断的加强相关法律法规及规程规范的学习，进一步提高安全生产管理理念；明确安全生产责任制，严格执行安全操作规程规范，杜绝习惯性违章，才能使安全生产管理工作真正落到实处，安全生
13、产才能有保障。 落实安全生产责任制是有效防范“三违”现象的重要手段，通过落实安全生产责任制来对各级负责人，尤其是外协队伍和合作方负责人形成约束，形成层层落实安全生产责任的保障体系，实行“谁主管，谁负责”的原则，克服“三违”现象发生，消除安全隐患。 2、加强安全生产投入 加强安全投入是确保安全生产管理有效和可控的一个重要前提，作为项目部来说在一定程度上必须加强安全生产投入，尤其是对外协队伍和合作方的安全投入要加强管控，督促和监督外协队伍和合作方加强安全生产投入，对于个人安全防护用品及防护设施，必要时可采取项目部统一购买，分发使用的方式加强安全生产投入。 另外，还要加强安全教育及培训的投入，安全教
14、育培训、安全技能培训、安全常识培训、法律法规及规程规范等都有一定的促进作用，同时也是安全管理工作中的一个必要的组成部分和重要的环节。 3、加强宣传教育，增强安全生产意识 项目部要将安全生产教育作为一项重要的基础工作来抓，严格按照公司及分局的安全教育的各项管理规定，在坚持三级安全教育的基础上，强化从业人员的教育培训。加强各级管理人员、外协队伍和合作方负责人对安全生产法、劳动法、职业病防治法等相关的法律法规学习和教育，使各级管理人员、外协队伍和合作方负责人不仅要自身具备安全生产意识，还要主动采取多种形式对员工进行安全意识教育，项目部还可以印发“员工安全生产手册”加强安全教育，使从业人员的安全生产意
