Byrd, successfully flew over the South Pole for the first time. Though, at first, Byrd and his men were able to take a great many phot

2、ographs of the mountains that lay below, they soon ran into serious trouble. At one point, it seemed certain that their plane would crash. It could only get over the mountains if it rose to 10,000 feet. Byrd at once ordered his men to throw out two heavy food sacks. The plane was then able to rise a

3、nd it cleared the mountains by 400 feet. Byrd now knew that he would be able to reach the South Pole which was 300 miles away, for there were no more mountains in sight. The aircraft was able to fly over the endless white plains without difficulty. Lesson44 Through the forest 穿过森林Mrs Anne Sterling d

4、id not think of the risk she was taking when she ran through a forest after two men. They had rushed up to her while she was having a picnic at the edge of a forest with her children and tried to steal her handbag. In the struggle, the strap broke and, with the bag in their possession, both men star

5、ted running through the trees. Mrs Sterling got so angry that she ran after them. She was soon out of breath, but she continued to run. When she caught up with them, she saw that they had sat down and were going through the contents of the bag, so she ran straight at them. The men got such a fright

6、that they dropped the bag and ran away. The strap needs mending, said Mrs Sterling later, but they did not steal anything.Lesson45 A clear conscience 问心无愧The whole village soon learnt that a large sum of money had been lost. Sam Benton, the local butcher, had lost his wallet while taking his savings

7、 to the post-office. Sam was sure that the wallet must have been found by one of the villagers, but it was not returned to him. Three months passed, and then one morning, Sam found his wallet outside his front door. It had been wrapped up in newspaper and it contained half the money he had lost, tog

8、ether with a note which said: A thief, yes, but only 5o per cent a thief! Two months later, some more money was sent to Sam with another note: Only 25 per cent a thief now! In time, all Sams money was paid back in this way. The last note said: I am 100 per cent honest now!lesson46 Expensive and unco

9、mfortable 既昂贵又受罪When a plane from London arrived at Sydney airport, workers began to unload a number of wooden boxes which contained clothing. No one could account for the fact that one of the boxes was extremely heavy. It suddenly occurred to one of the workers to open up the box. He was astonished

10、 at what he found. A man was lying in the box on top of a pile of woollen goods. He was so surprised at being discovered that he did not even try to run away. After he was arrested, the man admitted hiding in the box before the plane left London. He had had a long and uncomfortable trip, for he had

11、been confined to the wooden box for over ten hours. The man was ordered to pay &345 for the cost of the trip. The normal price of a ticket is &230 !Lesson47 A thirsty ghost 嗜酒的鬼魂A public house which was recently bought by Mr Ian Thompson is up for sale. Mr Thompson is going to sell it because it is

12、haunted. He told me that he could not go to sleep one night because he heard a strange noise coming from the bar. The next morning, he found that the doors had been blocked by chairs and the furniture had been moved. Though Mr Thompson had turned the lights off before he went to bed, they were on in

13、 the morning. He also said that he had found five empty whisky bottles which the ghost must have drunk the night before. When I suggested that some villagers must have come in for a free drink, Mr Thompson shook his head. The villagers have told him that they will not accept the inn even if he gives

14、 it away. Lesson48 Did you want to tell me something? 你想对我说什么吗?Dentists always ask questions when it is impossible for you to answer. My dentist had just pulled out one of my teeth and had told me to rest for a while. I tried to say something, but my mouth was full of cotton-wool. He knew I collecte

15、d birds eggs and asked me whether my collection was growing. He then asked me how my brother was and whether I liked my new job in London. In answer to these questions I either nodded or made strange noises. Meanwhile, my tongue was busy searching out the hole where the tooth had been. I suddenly fe

16、lt very worried, but could not say anything. When the dentist at last removed the cotton-wool from my mouth, I was able to tell him that he had pulled out the wrong tooth. Lesson49 The end of a dream 美梦告终Tired of sleeping on the floor, a young man in Teheran saved up for years to buy a real bed. For

17、 the first time in his life, he became the proud owner of a bed which had springs and a mattress. Because the weather was very hot, he carried the bed on to the roof of his house. He slept very well for the first two nights, but on the third night, a storm blew up. A gust of wind swept the bed off t

18、he roof and sent it crashing into the courtyard below. The young man did not wake up until the bed had struck the ground. Although the bed was smashed to pieces, the man was miraculously unhurt. When he woke up, he was still on the mattress. Glancing at the bits of wood and metal that lay around him

19、, the man sadly picked up the mattress and carried it into his house. After he had put it on the floor, he promptly went to sleep again.Lesson50 Taken for a ride 乘车兜风I love travelling in the country, but I dont like losing my way. I went on an excursion recently, but my trip took me longer than I ex

20、pected. Im going to Woodford Green, I said to the conductor as I got on the bus, but I dont know where it is. Ill tell you where to get off, answered the conductor. I sat in the front of the bus to get a good view of the countryside. After some time, the bus stopped. Looking round, I realized with a

21、 shock that I was the only passenger left on the bus. Youll have to get off here, the conductor said. This is as far as we go. Is this Woodford Green ? I asked. Oh dear, said the conductor suddenly. I forgot to put you off. It doesnt matter, I said. Ill get off here. We are going back now, said the

22、conductor. Well, in that case, I prefer to stay on the bus, I answered.Lesson51 Reward for virtue 对美德的奖赏My friend, Herbert, has always been fat, but things got so bad recently that he decided to go on a diet. He began his diet a week ago. First of all, he wrote out a long list of all the foods which

23、 were forbidden. The list included most of the things Herbert loves: butter, potatoes, rice, beer, milk, chocolate, and sweets. Yesterday I paid him a visit. I rang the bell and was not surprised to see that Herbert was still as fat as ever. He led me into his room and hurriedly hid a large parcel u

24、nder his desk. It was obvious that he was very embarrassed. When I asked him what he was doing, he smiled guiltily and then put the parcel on the desk. He explained that his diet was so strict that he had to reward himself occasionally. Then he showed me the contents of the parcel. It contained five

25、 large bars of chocolate and three bags of sweets! Lesson52 A pretty carpet 漂亮的地毯We have just moved into a new house and I have been working hard all morning. I have been trying to get my new room in order. This has not been easy because I own over a thousand books. To make matters worse, the room i

26、s rather small, so I have temporarily put my books on the floor. At the moment, they cover every inch of floor space and I actually have to walk on them to get in or out of the room. A short while ago, my sister helped me to carry one of my old bookcases up the stairs. She went into my room and got

27、a big surprise when she saw all those books on the floor. This is the prettiest carpet I have ever seen, she said. She gazed at it for some time then added, You dont need bookcases at all. You can sit here in your spare time and read the carpet! Lesson53 Hot snake 触电的蛇At last firemen have put out a

28、big forest fire in California. Since then, they have been trying to find out how the fire began. Forest fire are often caused by broken glass or by cigarette ends which people carelessly throw away. Yesterday the firemen examined the ground carefully, but were not able to find any broken glass. They

29、 were also quite sure that a cigarette end did not start the fire. This morning, however, a fireman accidentally discovered the cause. He noticed the remains of a snake which was wound round the electric wires of a 16,000-volt power line. In this way, he was able to solve the mystery. The explanatio

30、n was simple but very unusual. A bird had snatched up the snake from the ground and then dropped it on to the wires. The snake then wound itself round the wires. When it did so, it sent sparks down to the ground and these immediately started a fire.Lesson54 Sticky fingers 粘糊的手指After breakfast, I sen

31、t the children to school and then I went to market. It was still early when I returned home. The children were at school, my husband was at work and the house was quiet. I picked up the receiver between two sticky fingers and was dismayed when I recognized the voice of Mrs Bates. It took me ten minutes to persuade her to ring back later. 33、at a mess! There was pastry on my fingers, on the telephone, and on the door-knobs. I had no sooner got back to the kitchen than the door-bell rang loud enough to wake the dead. 37、电子办公设备硬件生产、销售,管理软件开发、生产、销售于一体的高科技公司。近几年,依托国家的宏观发展条件和企业良好的开拓创新精神、先进的管理方法。取得了飞速的发展。本项目是企业做大做强,报效家乡的产业转移。完全符合涟源市招商引资的政策要求,和开发区产业规划的要求。(2)项目发展及可行性研究工作是项目申请企业立项的需要,也是企业战略研究的需要。1.2可行性研究结论1.2.1市场预测和项目规模(1)市场需求量简要分析。产品的生产与销售,主要借助国际、国内知名品牌的产品延伸,产品代理生产、销售,定向生产等,本项目也是企业内部的产业转移,建立良好的市场需求之上。(2)计划销售量、销售方向。普及型打印设备

39、.62m2,规划建筑面积:48065 m2,包括轻工生产线2条40003=12000 m2,软件研发与试验楼1栋7500 m2,试验生产线1条4000 m2,产品陈列与销售、售后服务、后评估中心楼1栋7500 m2,仓储物流用房7500 m2,办公及倒班休息用房6500 m2,配电、车库、物管辅助用房3065 m2。1.2.2原材料、燃料和动力供应项目投产后需用的主要原料、燃料、主要辅助材料按现有采购体系进行采收购。1.2.3厂址涟源经济开发区成立于1992年,总规划面积11.4平方公里。开发区地处涟源城东部,东连汽车东站,北临娄涟高等级公路,207国道、双连公路、娄涟高等级公路穿越区境,已经

40、动工的二广高速公路互通绕区而过,涟水河穿腹贯通,客货运输便利。区内拥有湖南三一集团、回春药业、嘉金冶炼、远扬煤机、安泰塑胶等规模较大的企业100余家,其中有日产5万吨的水厂。开发区基础设施日趋完善,各项配套设施齐全,规划建设的工业园区、经商贸易区、文化娱乐区、住宅区及高效农业框架结构已具规模。项目位于涟源经济开发区内,北面临人民东路东延线,东与涟源大道相邻,南面为规划中的涟水河沿河路。完全享有开发区内的基础设施优势。项目用地36487.62m2,规划建筑面积:48065 m2。按涟源市规划设计院设计的平面布置图布置工业园区内建筑和辅助用房,建筑布置紧俏又满足规划设计的各项要求。水源及取水条件:

41、生产生活用水无特殊要求,按市政供水点取水。废水排放:生产生活废水排放按经济开发区统一规划处理排放。废渣堆置条件:废渣主要为生活垃圾,按城市固体生活垃圾处理方式处理,电子产品的废弃物可循环利用,不合格电子元件可返厂维修,塑料、铜芯导线、合金材料、碳制品等零散件分类回收利用。1.2.4项目工程技术方案(1)建筑项目范围,即主要的生产设施、辅助设施、公用工程、生活设施内容。A、轻工生产线2条40003=12000 m2,试验生产线1条4000 m2。同类型单体建筑4栋,设计采用两层框架结构轻工厂房,55m柱距,现浇楼盖,层高5米,总高10米。基础采用机械成孔灌注桩,4桩承台。屋面采用二级双防水屋面,

42、水泥珍珠岩保温和预制混凝土板架空隔热层保温隔热。中空玻璃隔热门窗,为保证采光要求设置通透空间。外墙为环保防水涂料,内墙装饰为环保涂料,地面为瓷质地面砖。B、软件研发与试验楼1栋7500 m2,产品陈列与销售、售后服务、后评估中心楼1栋7500 m2。设计采用五层框架结构,现浇楼盖,层高3.6米,总高18米。基础采用机械成孔灌注桩,24桩承台。屋面采用二级双防水屋面,水泥珍珠岩保温和预制混凝土板架空隔热层保温隔热。墙体材料选用煤矸石粘土混合烧结砖,外墙采用聚苯复合外保温,防裂砂浆抹灰面,刷环保防水涂料;采用中空玻璃隔热塑钢窗;内墙装饰为环保涂料;地面为瓷质地面砖,特殊用房采用防静电地板,陈列室采

44、装饰为环保涂料;办公用房地面为瓷质地面砖,会客室、会议室采用高级地毯。倒班房内墙装饰采用为888仿瓷涂料,水泥砂浆防潮地面。屋面采用现浇混凝土屋面,采用二级双防水屋面,水泥珍珠岩保温和预制混凝土板架空隔热层保温隔热。E、配电、车库、物管辅助用房3065 m2,设计采用砖混结构。(2)采用的生产方法、工艺技术。电子设备生产线采用流水线作业。1.2.5环境保护电子工业的“三废”控制主要在规划操作流程,及时回收可利用的散件,无“废水”、“废气”、“废渣”形成。1.2.6工厂组织及劳动定员工业园区的组织形式和劳动制度,以生产线(车间)形式组织,以长沙基地的建设模式建立,人事与考核由车间设立。研究所与软

45、件开发由长沙基地迁建,在本地区招聘专业技术人员或新招大学毕业人才。工业园区全员配备管理人员220人。劳动力来源:生产线作业人员以本地区就地招聘为主。1.2.7项目建设进度建设期限:24个月,自2009年1月至2010年12月,(其中土地征地及拆迁,三通一平工期12个月,建设及安装设备与调试12个月)。1.2.8投资估算和资金筹措(1)投资规模及资金构成:本项目新增总投资3700万元,其中新增固定资产投资3350万元,新增流动资金350万元。(2)资金筹措:自筹资金2000万元,申请建设项目贷款1700万元。1.2.9项目财务和经济评论(1)项目总成本:3882.38万元。(2)项目总收入,包括

46、销售收入和其它收入:4620.00万元。(3)财务内部收益率:20.38%财务净现值:1054.62万元静态投资回收期:7年零2个月(含投资建设期2年)贷款偿还期:2年零4个月盈亏平衡点:52.51%。1.2.10项目综合评价结论项目实施以市场为导向,以效益为中心,以科技为依托,是个具备一定规模,经济效益,辐射带动作用强,产品具有市场竞争优势,具有较强的科技创新能力和良好的经营管理机制的项目。(1)问题项目是一个完整的工业园区项目,园区生产品种较多,研究与开发、生产并存,企业对外部科研环境要求较高。同时,生产性环节和园区劳动人事管理对外部配套设施的要求较高,园区内员工安置存在较大困难。(2)建

47、议本项目的产品在市场上竞争力强,需求空间大,经济和社会效益显著,对相关行业的发展具有积极的带动作用,完全符合涟源经济开发区高科技项目的立项要求,建议给予立项。第二章项目背景和发展概况2.1项目提出的背景2.1.1国家或行业发展规划工业园区的建设符合涟源经济开发区产业规划和招商引资的要求,涟源市招商引资优惠政策“中共涟源市委,涟源市人民政府,关于鼓励外来投资的若干规定” (2006年8月23日)涟发 200612号鼓励的范畴。电子行业也是国家有关的产业政策鼓励发展的行业。工业园区的建设符合这些宏观经济要求。2.1.2项目发起人和发起缘由工业园区(简称“项目”)项目发起人:长沙佳普办公设备有限公司

48、。长沙佳普办公设备有限公司是电子应用设备开发、辅助件生产、成套、销售、售后服务的区域性领导企业。此次产业转移,在于解决企业发展厂区严重不足的矛盾。扩大产品在湘西南、西北地区的辐射能力,用活涟源人才输出优势和劳动力价格优势。涟源项目的建设还在开拓建筑智能化和工程机械电子领域,开发本区域内建筑智能化市场和配套“三一”机械涟源工业园区的项目。2.2项目发展概况2.2.1已进行的调查研究项目及其成果1、资源调查,包括原料、水资源、能源和二次能源的调查。2、市场调查,包括全国性和地区性市场情况调查。3、社会公用设施调查,包括运输条件、公用动力供应、生活福利设施等的调查。4、拟建地区环境现状资料的调查,包括拟建地区各种主要污染源以及其排放状况,大气、水体、土壤等目前环境质量状况等。完成上述的基础性工作表明,周边环境和拟建地区的基础设施等条件满足项目建设的条件。2.2.2试验试制工
