42、提出的理由为了深入贯彻落实以人为本和全面、协调、可持续的科学发展观,大力发展社会福利基础设施建设,提高全民族素质,更好的改善城镇“三无人员”、残疾人、孤儿、伤残军人、弃婴、弃童、流浪乞讨人员等特殊群体对象的生活条件、提高生活质量、保证其健康快乐生活,并为其提供一个健康、快乐的生活场所,故提出建设该项目。1.4建设内容与规模根据民政部和全国老龄工作委员会办公室组织有关单位编制的老年养护院建设标准,确定项目建设内容为老年人用房(入住服务用房、生活用房、卫生保健用房、康复用房、娱乐用房、社会工作用房)和行政办公及辅助用房。项目规划总用地面积*平方米,其中建筑占地面积*平方米,总建筑面积*平方米,建设

44、康,从而实现全市社会经济的健康、协调发展。项目实施后,将在很大程度上改善*市的养老现状、扩大养老设施规模、完善服务功能、美化生活环境、切实解决老年人的生活和健康问题,充分发挥社会保障作用,做到“上为党和政府分忧,下为人民群众解愁”,项目社会效益显著。该项目符合国家政策,是完善*市社会福利基础设施功能的重要项目,社会效益十分显著。因此尽快建设该项目是可行的,必要的。第二章 项目背景及必要性2.1项目提出的背景光荣院是为入住的丧失生活自理能力的失能老年人提供生活照料、健康护理、休闲娱乐和社会工作等服务,满足失能老年人生活照料、保健康复、精神慰藉、临终关怀等基本需求的专业照料机构。加强老年养护院的建

45、设是贯彻落实科学发展观、推进社会建设,积极应对人口老龄化、强化政府公共服务责任的重要举措,也是建立基本养老服务体系的重要组成部分。中国正在经历快速的人口老龄化。2020年我国老年人口将达到2.48亿,老龄化水平达到17.17。与此相伴,老年人口中失能老人的数量越来越多,长期照料需求迅速扩张。中低收入失能老年人,特别是其中的重点优抚对象、“三无”老人及低保空巢老人,属于社会弱势群体,对他们的照料是一项具有长期性、综合性和专业性的工作,单纯依靠家庭和社区服务已不能使他们得到切实有效的养老服务。因此,加强老年养护院的建设已是一项刻不容缓的任务。党中央和国务院高度重视失能老年人的老年养护机构建设。20

46、05年以来,国务院领导同志多次就失能老年人的养护工作作出重要批示,并将爱心护理工程列入国民经济和社会发展第十一个五年规划纲要。2007年,中共中央国务院关于全面加强人口和计划生育工作统筹解决人口问题的决定中再次强调,要“积极探索和实施爱心护理工程”。2008年初,在全国老龄工作委员会第十次全体会议上,国务院领导同志又再次强调:“要加大工作力度,抓紧立项,争取有实质性进展”。2.2项目建设的必要性1、项目建设是减轻现实社会养老矛盾的客观要求*市的养老方式大致与全国相同,多是以居家养老为基础,社会养老为依托,机构养老为补充的家庭养老方式。但是,人口老龄化所产生的“四、二、一”家庭模式和抚养系数比上

47、升,将使现行的家庭养老模式发生困难。一方面,人口老龄化普遍产生了四位老人、一对年轻夫妇、以及一个未成年小孩,这样一种家庭结构模式,另一方面,也导致养老抚养比从1964年的6.3%逐渐上升到2000年的10.1%,以及未来2050年的33%。在人口流动频繁的今天,这两种情况必然导致家庭物质供养、生活照料及精神安慰等方面严重缺乏。依靠现有的居家养老方式难以实现养老目标。因此,探索建立集中供养的敬老养老机构,对缓解乃至解决这一社会现实矛盾,非常必要。2、项目建设是践行科学发展观、建设和谐社会的必然要求科学发展观强调以人为本,实现人的全面发展。老年人不仅不是社会的包袱,而应该是社会财富,是实现可持续发

48、展的资源。随着社会不断发展,在近40-50年间,全市老龄人口群体也不断增大,因此,践行科学发展观,建设和谐社会,必须认真切实解决好养老问题。建立集中的敬老养老中心,其目的就是从老年人的根本利益出发,重点解决好老年人的养老医疗和精神文化生活等方面的问题,确保老年人和其他社会成员一起共享经济社会发展成果,切实维护老年人的根本利益,让老年人和全体人民一道共奔小康,从而实现全市社会经济的健康、协调发展。3、项目建设是加快当地社会服务、养老事业发展的需要本项目实施后,将在很大程度上改善当地的养老现状、扩大养老设施规模、完善服务功能、美化生活环境、切实解决老年人的生活和健康问题,充分发挥社会保障作用,更好地履行“上为党和政府分忧,下为人民群众解愁”。因此,可以认为项目建设十分必要。第四章 场址与建设条件4.1场地4.1.
