45、设是贯彻落实科学发展观、推进社会建设，积极应对人口老龄化、强化政府公共服务责任的重要举措，也是建立基本养老服务体系的重要组成部分。中国正在经历快速的人口老龄化。2020年我国老年人口将达到2.48亿，老龄化水平达到17.17。与此相伴，老年人口中失能老人的数量越来越多，长期照料需求迅速扩张。中低收入失能老年人，特别是其中的重点优抚对象、“三无”老人及低保空巢老人，属于社会弱势群体，对他们的照料是一项具有长期性、综合性和专业性的工作，单纯依靠家庭和社区服务已不能使他们得到切实有效的养老服务。因此，加强老年养护院的建设已是一项刻不容缓的任务。党中央和国务院高度重视失能老年人的老年养护机构建设。20
46、05年以来，国务院领导同志多次就失能老年人的养护工作作出重要批示，并将爱心护理工程列入国民经济和社会发展第十一个五年规划纲要。2007年，中共中央国务院关于全面加强人口和计划生育工作统筹解决人口问题的决定中再次强调，要“积极探索和实施爱心护理工程”。2008年初，在全国老龄工作委员会第十次全体会议上，国务院领导同志又再次强调：“要加大工作力度，抓紧立项，争取有实质性进展”。2.2项目建设的必要性1、项目建设是减轻现实社会养老矛盾的客观要求*市的养老方式大致与全国相同，多是以居家养老为基础，社会养老为依托，机构养老为补充的家庭养老方式。但是，人口老龄化所产生的“四、二、一”家庭模式和抚养系数比上
47、升，将使现行的家庭养老模式发生困难。一方面，人口老龄化普遍产生了四位老人、一对年轻夫妇、以及一个未成年小孩，这样一种家庭结构模式，另一方面，也导致养老抚养比从1964年的6.3%逐渐上升到2000年的10.1%，以及未来2050年的33%。在人口流动频繁的今天，这两种情况必然导致家庭物质供养、生活照料及精神安慰等方面严重缺乏。依靠现有的居家养老方式难以实现养老目标。因此，探索建立集中供养的敬老养老机构，对缓解乃至解决这一社会现实矛盾，非常必要。2、项目建设是践行科学发展观、建设和谐社会的必然要求科学发展观强调以人为本，实现人的全面发展。老年人不仅不是社会的包袱，而应该是社会财富，是实现可持续发
