29、于8%。公共信用记录较差主要原因是2017年前累计的提现困难、跑路、坏账和第三方担保倒闭等负面消息较多。特别是像e租宝等个别具有较大影响力的平台出问题,严重打击了投资人的信心。(二)网贷行业信用度60%以下企业(BB信用欠佳),占目前正常运营平台1/4,比例过高,表明该行业存在的比较严重的投资人信任问题,行业急需规范。6. 网络借贷行业展望6.1 网络借贷行业政策监管预判2017年,是网络借贷行业的合规规范年,以“1+3”政策体系为基础的相关配套政策基本形成,2018年网络借贷行业政策监管可以概括成三个关键字:支持包容、合规监管、控制风险。(一) 支持包容曾经一度光彩夺目的网络借贷,因为一些负
30、面事件的影响已经出现被“妖魔化”趋势。但是2017年网络借贷行业出现了一些可圈可点的发展成果,已经唤起了一些金融专家和监管机构的重视,也得到了投资人的初步认可。特别是央行近期又表明进一步对网络借贷行业采取肯定、支持和包容的态度,鼓励金融创新,对有一定规模、合规发展的网贷企业将提供更多的政策资源。可以说央行这一支持和包容态度是网络借贷行业最大的正能量和利好消息!(二) 合规监管进入2018年,网络借贷政策体系逐步健全,监管执行力度加码,多措并举,让“脱实向虚”的网贷行业重新回到服务实体经济为主的普惠金融的合规轨道。2018年主要是政策执行和落实。预计2018年上半年将掀起备案热潮,银行存管进展明显加快,没有完成银行存管的企业也在加快与银行签订存管协议。2018年运营平台与银行完成直接存管系统对接并上线,网贷资金存管业务测评工作即将陆续展开。由于银行存管涉及到银行业务规范、流程和接口,工作量比较大,因此银监会要求各地在2018年4月底前完成主要P2P机构的备案登记工作、6月底之前全部完成,任务比较艰巨。(三) 控制风险通过中国互联网金融协会信息披露平台增加企业信息和业务透明
