12、EQUIREMENTS6.要求6.1 management of vital supplier needing influence/control6.1重点影响控制供应商的管理6.1.1 Determining the name list6.1.1名单确定A, Each factory/department cooperates with Purchase Department, determines supplier name list needing control, according to raw materials involved in important environmenta
13、l factor control in this factory/department.B, Each factory/department should cooperates with purchase dept. establish Important Supplier/Service Provider to Influence/ Control Name List (ERXZ-EHS-1401) (Appendix A), which should be reported to site EHS Department after examined and approved by site
14、 director.C, When the involved plant/department important environmental factor changes, adjustment should be done promptly to Important Supplier/Service Provider to Influence/ Control Name List (ERXZ-EHS-1401) (Appendix A), which should be reported to related Department and site EHS Department after
15、 examined and approved by site director.A、各工厂/部门会同采购部门，根据本工厂/部门的重要环境因素控制中所涉及的原辅料等，确定需要控制的供应商名单。B、各工厂/部门会同采购部门编制重点影响/控制供应商/服务商名单(ERXZ-EHS-1401 )(附录A)，经基地总监审批后，通报基地EHS部。C、当涉及工厂/部门重要环境因素发生变化时，工厂/部门会同采购部应及时调整重点影响/控制供应商/服务商名单(ERXZ-EHS-1401 )(附录A)。经基地总监审批后，通报相关部门和基地EHS部。6.1.2 Management principles and con
16、tent6.1.2管理原则和内容Purchase Department should set requirements to supplier according to Important Supplier/Service Provider to Influence/ Control Name List (ERXZ-EHS-1401) (Appendix A), through legal regulated document such as agreement/contract/appendix etc. Requirements may cover(are not merely): A,
17、Material/Product provided by the supplier should avoid using harmful ingredient or reducing harmful ingredient as far as possible. If some ingredients included can bring environmental risk to the site, inspection parameter or requirements should be set for them; B, Transportation behavior within the
18、 site of transportation related supplier must satisfy requirements of the sites security, environmental protection and so on; C, material/product packing provided by supplier, besides satisfying quality requirements, recyclable packing or environment friendly packing should be encouraged to use as f
19、ar as possible, and advocate supplier to bring back its packing; D, Encourage supplier to improve its own environmental management and behavior; E, When choosing supplier, besides satisfying quality requirements, should suppliers environmental behavior should be considered. 采购部门根据重点影响/控制供应商/服务商名单(ER
20、XZ-EHS-1401 )(附录A)，通过协议合同附件等法律规范性文件形式向供应商提出要求。要求内容可为（不仅仅是）：A、供应商提供的材料产品中避免使用有害成分或尽量减少有害成分，其中某些成分的含量值将给基地带来环境风险时，应对其设定考核参数或提出要求；B、涉及运输的供应商，在基地内的运输行为必须满足基地的安全、环保等要求；C、供应商提供的材料产品包装，在满足质量要求下，尽可能鼓励其采用可循环使用的包装或对环境友善的包装，提倡供应商带回其包装；D、鼓励供应商改善其自身的环境管理和行为；E、在选择供应商时，在满足质量要求的前提下，应考虑供应商的环境行为。6.1.3 Monitoring6.1.3
21、 监督A, When material accepting factory/department accepts raw materials provided by supplier, it should examine and check according agreement/contract/appendix requirements, and should inspect corresponding environmental requirements. When examination result does not conform to site requirements, mat
22、erial accepting factory/department should notice Purchase Department in time. Purchase Department should contact supplier to fine treatment measures, and report to material accepting factory/department and EHS department; B, Purchase Department is responsible to track and manage revision situation o
23、f supplier; C, Purchase Department handles evaluate suppliers environmental behavior along with material accepting factory, based on annual examination plan of the site and fills in Important Supplier Spot Appraisal Table(ERXZ-EHS-1402) (Appendix B) according to appraisal results; D, When it is disc
24、overed that supplier is unable to satisfy site requirements, supplier replacement should be considered promptly, in order to avoid bringing bigger risk to the site. When it happens, replacement suggestion should be proposed by Purchase Department according to appraisal result, and this should be rep
25、orted to site managing representatives for approval to be conducted.A、物资接受工厂/部门在接供应商提供的原辅料根据协议合同附件的要求进行验收时，应考核相应的环境要求内容。当验收结果不符合基地要求时，物资接受工厂/部门及时通报采购部门，由采购部门与供应商联络决定处理方法，并通报给物资接受工厂/部门和EHS部；B、采购部门负责对供应商的整改情况进行跟踪和管理；C、采购部门会同物资接受工厂/部门结合基地对供应商年度评定计划，开展对供应商的环境行为评审。根据评审结果填写重点供应商现场评审表 (ERXZ-EHS-1402) (附录B)
26、；D、当发现供应商无法满足基地要求时，应及时考虑替换供应商，以免给基地带来更大的风险。这时由采购部门根据评审结果提出替换建议，并报经基地管理者代表批准后执行。6.2 Important service provider management6.2 重点服务商的管理6.2.1 Name list determination 6.2.1名单确定Each plant/department should cooperates with purchase Dept. determine service provider name list according to service needed in i

28、 important environmental factor changes, adjustment should be made promptly to Important Supplier/Service Provider To Influence/To control Name List (ERXZ-EHS-1401) (Appendix A). It should be noticed to related department and site EHS department after being examined and approved by site director.各工厂

31、protection requirements and so on when operating within the site scope;B, Encourage it to use recyclable packing or environment friendly packing as far as possible when service provider providing service; C, Avoids service provider take environmental risk the site when it providing service; D, Encou
32、rage service provider to improve its own environmental management and behavior; E, When choosing service provider, besides satisfying quality requirements, service providers environmental behavior should be considered.各工厂/部门根据重点影响/控制供应商/服务商名单(ERXZ-EHS-1401 )(附录A)，通过协议合同附件等法律规范性文件形式向承包服务商提出要求。要求内容可为（
33、不仅仅是）：A、服务商在基地范围内活动时应满足和遵守基地的安全、环保等要求；B、服务商在服务提供过程中，尽可能鼓励其采用可循环使用的包装或对环境有善的包装；C、避免服务商在服务提供过程中将环境风险带给基地；D、鼓励服务商改善其自身的环境管理和行为；E、在选择服务商时，在满足质量要求的前提下，应考虑服务商的环境行为。6.2.3 Monitoring6.2.3监督Factory/Department involved with contracted service provider should inspect and monitor nonscheduled service provided b
34、y service provider operating in the site scope, according to agreement/contract/appendix requirements, and fill in “Environmental Behavior of Important Contracted Service Provider Appraisal Table (ERXZ-EHS-1403) (Appendix C). When nonconformity with requirements appears, revision requirements should
35、 be promptly proposed. When involved with big environmental risk, revision should be drawn, and implement according to Nonconformity, Corrective Measures and Preventive Measures Management Procedure (SGXZ-EMS-GP18), which should be notified to site EHS department.各涉及承包服务商的工厂/部门，对在本基地范围内作业的服务商，应不定期的对
36、其提供的服务根据协议合同附件的要求进行监督检查，并填制重点承包服务商环境行为评审表(ERXZ-EHS-1403)(附录C) ，当出现不符合要求时，应及时向其提出整改要求，涉及环境风险较大的事项，应开具整改单，并按不符合、纠正与预防措施管理程序(SGXZ-EMS-GP18)流程实施；并通报基地EHS部。6.3 Annual examination and evaluation6.3 年度考评6.3.1 Site EHS department organize various factories/departments to conduct annual examination and evalu
37、ation to important influence supplier/service provider every year. Examine results should be recorded in Supplier/Service Provider Annual Examination and Evaluation Table (ERXZ-EHS-1404) (Appendix D).6.3.1每年，基地EHS部组织各工厂/部门开展对重点影响的供应商服务商的年度考评工作。并将考评结果填制于供应商服务商年度考评表(ERXZ-EHS-1404)(附录D)。6.3.2 The purch
38、ase department is responsible to notice corresponding supplier/service provider about evaluation result. When involved with revision of supplier/service provider, it should communicate with them to obtain their understanding and support.6.3.2采购部负责将考评结果通知相应供应商服务商。涉及需要供应商服务商整改的，则需要与其充分沟通，以便获得其理解和支持。6.
39、3.3 Revision will be tracked and examined by corresponding factory/department, and report to the site EHS.6.3.3对需要整改的由相应工厂/部门负责跟踪和检查,并通报基地EHS。6.3.4 Supplier/service provider who is unable to satisfy site requirements will be replaced after various factories/departments report to the person in charge
40、 and get their agreement.6.3.4对无法满足基地要求的，各工厂/部门报负责人及有关部门同意后，进行更换。6.4 Social groups: Accept the supervision of social group, around enterprises and institutions, community inhabitants on our environmental performance.6.4 社会团体：接受社会团体、周围企事业单位、社区居民对基地的环境行为监督。6.5 Complaints and suggestions Interested par
41、ties should deal with complaints and suggestions related with the site according to Communication Management Program(SGXZ-EMS-GP05).6.5 投诉和建议相关方对基地的有关投诉和建议，按信息交流管理程序(SGXZ-EMS-GP05)进行处理。7.
