7、duct essential environmental education and training to the workers, raise staffs environmental protection consciousness, especially raise important environmental factor post working staffs environmental protection consciousness and operation skill, effectively control important environmental factors

8、, guarantee operation of environment management system and achieve policy formulated by the site.为了对从业人员进行必要的环境教育、培训,提高员工的环保意识,特别是提高重要环境因素岗位员工环保意识及操作技能,有效的控制重要环境因素,保证环境管理体系的运行,以达成基地制定的方针,特制定本程序。2.2Scope2.2范围This procedure is applicable to all the staff working for Saint-Gobain PAM China Xuzhou site

9、or working on behalf of Saint-Gobain PAM China Xuzhou site.本程序适用于为圣戈班穆松桥徐州基地或代表圣戈班穆松桥徐州基地工作的所有员工。3 TERMS AND DEFINITIONS3 术语和定义Null无。4 RESPONSBILITIES4 职责4.1 Human resources department are responsible for the medium and senior management level personnels related environmental training management;4.1

11、t in their own factories.4.3各工厂/部门EHS主管负责本工厂的环境培训管理。5 FLOWCHART5 流程图6.REQUIREMENTS6. 要求6.1 Training demands6.1培训需求6.1.1 Human resources department determines the medium and senior management level personnels training needs according to sites development plan and various factories/departments actual

12、needs.6.1.1人力资源部根据基地的发展规划及各工厂部门的实际需要,确定中高层管理人员的培训需求。6.1.2 Each factory/department EHS functional departments decide the annual environmental training needs according to factorys/departments development needs, annual environmental goal, target, management plan, post responsibility demands and staffs

13、actual situation and fill in Annual Training Needs Table (QR-HR-TR01) (Appendix A) which should be sent to human resources department.6.1.2各工厂/部门EHS职能部门结合工厂/部门的发展需要,年度环境目标、指标、管理方案,岗位职责要求及员工的实际情况,确定年度环境培训需求,填写培训需求调查表(QR-HR-TR01) (附录A)并报送人力资源部。6.1.3 The key environmental aspects position working requi

14、rements: every plant/department EHS should conclude a list of key environmental aspects positions(ERXZ-EHS-0401) (Appendix F) from the list of environmental aspects, and should put the environmental management requirements of key environmental aspects positions into the list.6.1.3重要环境因素岗位任职要求:各工厂/部门

15、EHS应根据环境因素清单得出工厂级重要环境因素岗位清单(ERXZ-EHS-0401) (附录F),并在清单中提出对该重要环境因素岗位环境管理任职方面的要求。6.1.4 Training needs deciding principlesa) Make sure that the staff has realized importance to conforms to environmental policy and procedure and environmental system requests; b) Make sure that the staff has understood im

16、portant environmental factors and actual or potential environment harm in their work, as well as to environmental benefit brought by improvement of individual work;c) Make sure that the staff has understood their function and responsibility in realization of environmental management system requests;

17、 d) Make sure that the staff has understood potential disasters caused by departure with the stipulated operation schedule;e) Make sure that the staff has got necessary management knowledge.6.1.4培训需求确定的原则a)确保员工意识到符合环境方针与程序和符合环境体系要求的重要性;b)使员工了解其工作中的重要环境因素和实际的或潜在环境危害,以及个人工作的改进所能带来的环境效益;c)使员工了解他们在实现环境管

18、理体系要求符合性方面的作用和职责;d)偏离规定的运行程序的潜在后果;e)管理工作上所需要的知识。6.1.5 Human resources department examines Annual Training Needs Table (QR-HR-TR01) (Appendix A) to record into the second year “Annual Training Plan (QR-HR-TR02) (Appendix B).6.1.5人力资源部门审核培训需求调查表(QR-HR-TR01) (附录A)将其纳入下一年教育培训计划表(QR-HR-TR02) (附录B)。6.2 Tr

19、aining plan6.2 培训计划6.2.1 Human resources department establishes medium and senior management level staff training plan according to sites development plan and various factories/departments actual needs;6.2.1人力资源部根据基地的发展规划及各工厂部门的实际需要,编制中高层管理人员培训计划;6.2.2 Human resources department delivers “Annual Tra

20、ining Plan (QR-HR-TR02) (Appendix B) to environmental management representatives for examine and approval;6.2.2人力资源部门将教育培训计划(QR-HR-TR02) (附录B)报送环境管理代表审核批准;6.2.3 Human resources department put the approved plan into effect and trace the implementation condition of annual training plan;6.2.3人力资源部门在计划核

21、准后组织实施,对年度培训计划实施状态进行跟踪;6.2.4 In the whole year of training plan operation process, increase the training item regarding concrete factory/department or individual service development needs. However, it should be examined by human sources department and put on records. Human resources department organ

22、izes the implementation when necessary.6.2.4在整个年度培训计划运作过程中,视具体工厂/部门或个人业务发展需要可增加培训项,但须报人力资源部门审核、备案。必要时,由人力资源部门组织实施。6.3 Training related with the other contracted party6.3合同方的培训6.3.1 When the other contracted partys activities bring serious environmental impacts, the contracted partys relative departm

23、ents (such as project department, purchase department) should cooperate with human resources department and EHS department to request the other contracted party who works on behalf of the site/factory to confirm its unit/staff has the essential ability. Make training plan according to the environmen

24、tal factors faced by the other contracted party staff and other personnel (such as temporary workers, visitors) when necessary to makes them understand important environmental factors in its work, actual or potential environmental impacts and their responsibility, in order to guarantee these personn

25、el have essential ability to be engaged in the work according to the site/factory environmental management program.6.3.1当合同方的活动会带来严重的环境影响时,各合同方联系部门(如项目部、采购部)应联合基地人力资源部、EHS部门,要求代表基地工厂工作的合同方能够证实其单位/员工具有必要的能力。必要时,应根据合同方人员和其他人员(如临时工、访问者)所面临的环境因素制定培训计划,使其了解其工作中的重要环境因素、实际或潜在的的环境影响及其职责,以确保这些人员具备必要的能力按照基地工厂

26、的环境管理程序从事作业。6.4 Training implementation6.4培训实施6.4.1 When the involved training needs other departments organize implementation, human resources department should notice train plans and requirements to related departments.6.4.1当所涉及培训工作需要其他部门组织实施时,人力资源部门应至少提前将培训计划和要求通知相关部门。6.4.2 Training implementatio

27、n responsibility department should write training records during training operation, for example, Appendix C Training Registration Table(SGPCHRTDQR04)6.4.2培训实施责任部门应在实施培训时做好相关的培训记录。如附录C培训学员签到表 (SGPCHRTDQR04)。6.5 Training resources distribution6.5培训资源配置6.5.1 Training staff must have certain specialize

28、d qualifications or experience;6.5.1培训的师资人员必须具备一定的专业资历或经验;6.5.2 Exterior training organizations must have the relative qualifications;6.5.2外部的培训机构必须具有相关的资格;6.5.3 Special funds should be guaranteed to support training.6.5.3应保证有专项经费来支持培训活动。6.6 Comprehensive evaluation of the training 6.6 培训综合评估6.6.1 H

29、uman resources department should organize relative personnel to conduct comprehensive evaluation to some important training organization, implementation, teaching materials, effect etc. and fill in External Training Effect Appraisal Table (QR-HR-TR06) (Appendix D)or “Internal Training Effect Apprais

30、al Table” (Appendix E)as training improvement evidence.6.6.1人力资源部门应组织相关人员对一些重要的培训的组织、实施、教材、效果等进行综合评定,填制外部培训评估表(QR-HR-TR06) (附录D),或内部培训评估表(ERXZ-EHS-0401)(附录E)作为培训改进的依据。 6.7 Materials categorizing6.7 资料归档6.7.1 The involved training records should be conducted according to Environmental Records Managem
