INCIDENT DESCRIPTION7月22号大约11：00， 中门保安发现有一个承包商的工人在一辆运送建筑垃圾的卡车驾驶室打手机，车停在中控楼和消防楼中间的马路上， 他马上过去制止，要求工人离开工艺区，并报告了生产监督。 About 11am on July 22, security guard in middle gate f
3、ound one contractor worker making phone-call in a trucks driver cab, the truck parked between CCR building and fire building, he immediately stopped the worker, requested worker to go out of process area and reported to shift supervisor. 调查发现该工人7月21号接受了入场培训。 考虑到工人可以通过消防楼的侧门进出施工工地，不用通过中门，而且消防楼的停车库与工艺
4、区连通，工人很容易进入工艺区，培训时要求工人在进入工地前把手机自己保管在别的地方或者存放在中门保安亭，不可以在工地使用手机。 This worker received HSSE orientation on July 21.
