3、案件_件，给予党纪政纪处分_人。二是推进“强基”工程，增强基础党组织的“战斗力”。加大培训力度。今年5月和10月，县级层面2次大规模对村“三大头”、致富带头人、合作社负责人、大学生村官进行全员轮训。各乡镇也对所属村（社区）书记、主任、村小组长进行了全员轮训。继续按照建制村总数5%的比例，投入资金_多万，新建和维修改造村级活动场所_个，建立完善乡镇便民服务中心和村级便民服务站，利用撤并的学校、礼堂、祠堂等现有资源，建好村落社区。三是推进“模范”工程，凝聚争当模范的“正能量”。树立了何继明、周文奇、陈桂峰、尹晓文等一批不同领域的模范典型，通过拍摄“三湾之子”、“井冈之子”、“小渔村的当家人”、“创
4、业路上一盏灯”、“店小二的电商梦”等微电影、宣传片等，对模范典型进行宣传。其中，十年如一日义务宣讲“三湾改编”精神的老将军何继明还荣登了今年11月的“中国好人榜”。同时，“七一”期间县级层面评选了71个“优秀村（社区）党组织书记”、71个“优秀共产党员”和70个“优秀党务工作者”。各基层党组织表彰先进党员1965人次。通过树立典型、宣传典型的方式来达到成风化人的效果。2.抓党建促脱贫。一方面，发挥党组织的战斗堡垒作用。积极探索党建扶贫新路子，推行“书记抓、抓书记”的“一把手”责任机制，成立由党委主要负责人任组长的县乡两级强攻精准扶贫领导小组，设立县、乡、村三级精准扶贫作战室，分别制定详细的作战

6、321”结对帮扶，组织全县党员干部和169个县直单位，按照县领导3+1、科级干部2+1、一般干部1+1的要求，与建档立卡贫困户结对子，选派106名机关干部担任贫困村“第一书记”，组织106个工作组和300余名干部，扎根脱贫攻坚最前沿，大力开展“五个一”（以制定一个脱贫计划、发展一项致富产业、招引一人园区务工、落实一项保障政策、支助一份帮扶资金）帮扶，帮助群众解决实际难题。同时，强化第一书记考核管理，定期对第一书记在村在岗情况、工作开展情况、目标完成情况进行督查，确保第一书记真扶贫、扶真贫。今年以来共组织督查_次，召回第一书记_人、约谈_人，约谈乡镇党委书记_人。利用“互联网+”技术，实施电商扶
7、贫，选择有主导产业、产业基地和特色农产品的贫困村，创建淘宝网店等电商平台，构建“电商+合作社+农户”的产业服务体系，扩大农产品销售渠道。象形乡琥溪村党支部副书记、大学生村官曹健，利用琥溪村有着丰富的绿色农产品，但地处山区、交通不便，农产品没有好的销售渠道，学习网络销售技术，做乡亲们的网络“店小二”，将琥溪村的笋干、蜂蜜、茶油等土特产品在网上销售，促使当地种养户人均增收_余元。3.推行“131”基层治理模式。一是强化“一个核心”。通过实施农民组织化提升工程等，有序将党员和群众组织起来，成立群众组织，并在群众组织中建立党组织，构建“网络化”服务群众管理机制。二是推进“三个规范”。依照有关条例、章程
8、等规定，规范村（社区）党支部和村（居）委会、党员大会、村（居）民会议和代表会议以及村（社区）经济组织等各类组织的具体工作职责。特别是，在农村积极推广“五步工作法”，促进村级（社区）民主协商、议事决策的制度化、程序化和规范化。制定村（社区）干部工作纪律，完善村（社区）干部述职述廉评议、诫勉谈话、免职、罢免等相关制度，规范干部行为。三是加强“一个监督”。成立村（居）务监督委员会，要求村（社区）定期公布脱贫攻坚、美丽乡村建设、“三资”管理等群众关注关心的村（居）务，自觉接受村（居）务监督委员会以及所有村（居）民的监督。同时，在各村（社区）设立纪检委员，定期深入农户家中收集社情民意、腐源线索，及时解决
9、群众诉求、防止腐败发生。4.推行以党建为核心的“三位一体、四群联创”基层发展和治理模式。一是建强基层党组织。整顿提升软弱涣散基层党组织，加强村小组一级建设，每年县财政挤出专项资金_万元，确保村小组长年工资待遇不低于_元，定期开展“十佳村支部书记”、“百佳村小组长”、“三员”好党员等评选表彰活动。实施“十户连心”和“大喇叭”工程，帮助构建“农村应急一小时工作机制”，解决“农村信息化最后一公里”的问题。二是完善社会组织。按照一个行政村建好一个农家书屋、一个农民剧团、一个书法协会、一个留守老人和一个留守儿童关爱中心的要求，成立志愿者协会、老年协会、农民剧团、留守老人儿童关爱中心等社会组织，并发挥其在
10、丰富群众生活、和谐邻里关系、调解矛盾纠纷、扶贫济困等方面发挥积极作用。全面推行“有事找我、为你服务”村级为民服务全程代理、党员“两代表一委员”联系服务群众、等制度。三是壮大经济组织。围绕发展现代农业“四个千万工程”，深入开展干部学用技术“示范引领”活动和“三培两带两服务”活动，利用县农业科技示范园等学用技术示范基地，对农村干部进行实用技术培训，培养“土专家”、“田秀才”。坚持“一村一品、一品一社”，在农村组建与行政区划并轨的由村主要干部兼任负责人的农民专业合作社，采取“党支部+合作社+党员+农户（贫困户）”的方式，引导农户进行合作经营、联户经营，带领农民“抱团”参与市场竞争，合力抵御风险，一起
11、脱贫致富。截止目前，全县共组建农民专业合作社_个，覆盖所有行政村，带动农户_万余户，发展现代农业“四个千万工程”_万亩，户均年增收_多元。实现了农村“治安群防群治”、“村务群晓群议”、“产业群帮群助”、“幸福群乐群享”。5.完善园区“四位一体”非公党建模式。创新思路，扩大非公有制经济组织党组织“覆盖面”，牵头整合工会、团委、妇联等群团工作资源，在县工业园区筹建了全省第一个“党员之家”、“工会之家”、“青年之家”、“妇女之家”“四位一体”的党群服务中心，为园区企业、职工和党员提供了一个集娱乐、休闲、学习的“温馨”之家，社会反响较好。目前，该中心已规范建设了远程教育工作站、图书室、电子阅览室、党员
12、活动室以及篮球场、溜冰场等，开通了服务热线，具备了开展乒乓球、桌球、卡拉OK等各类活动的条件。四、存在的问题和下一步打算虽然，我县组织工作取得了一定的成效，但也存在一些问题。一是基层党建工作压力传导还不够。少数基层党组织书记对党建工作还是重视不够。有的党组织书记抓党建的方法不多、思路不清晰，特别是如何以党的建设促进党的事业方面思考的还不够。二是一些基层党组织促进发展、促进脱贫方面作用发挥不明显。一些基层党组织的战斗力、凝聚力还不强，一些党员在带头致富、带领群众脱贫方面先锋模范作用还不够。三是少数基层党组织在服务党员方面还不到位。少数党组织书记把主要精力放在考核指标上，较少考虑为党员提供服务，导
